Carey E. Redd, II, CAPP: CEO/Director New London Parking Authority

Carey E. Redd, II, is responsible for the municipal transportation, transit, and parking management and operation system’s administration, economic development support, financial sustainability, property management, revenue control and customer service. 

Mr. Redd has worked with advanced business systems since early in his career when he marketed fully integrated information management infrastructure and telecommunications products for aerospace, oceanic, and surface defense systems for Digital Equipment Corporation, now part of Hewlitt Packard. Mr. Redd quadrupled sales in a short time and became one of the company’s first black managers in Connecticut.

From that base in the early days of digital technology, Mr. Redd amassed more than 50 years of corporate and entrepreneurial experience in the public and private sectors providing strategic modeling, workforce planning/development, and customer service. 

Mr. Redd serves on U.S. Sen. Chris Murphy’s Transportation Advisory Council and CT Gov. Ned Lamont’s Transportation Policy Committee. He is a Board Member in good standing of the Southeastern CT Council of Government Transit Committee, CT Conference of Municipalities Land Use, Transportation, Infrastructure, and Economic Development Committee, and the New England Parking and Transportation Council, where he served as its President from 2016 to 2018.

Mr. Redd has received countless civic, humanitarian and special awards, including a Proclamation naming Feb. 15, 2010, as “Carey E. Redd, II Day” by former Gov. Jodi Rell. He was among the “100 Men of Color in Connecticut 2013” awardees and received Humanitarian Awards from several national and state organizations. He earned the International Parking and Mobility Institute 2022 Chairman Award and New England Parking Council 2023 VANGUARD Award. 

Mr. Redd is a member of The First Cathedral; NAACP; International Parking & Mobility Institute; National Parking Association; Parking Industry Expo; and Independent United Order of Mechanics, in the NE Western Hemisphere. He has served as Trustee, Treasurer, Stewart, Board Member for numerous philanthropic organizations including The Fund (former Hartford Courant Foundation), Connecticut Historical Society; and Hartford Believes Foundation - Dr. Martin Luther King Memorial. Mr. Redd is especially proud of his work to “Get Out the Vote” by registering Negro citizens to vote during the Civil Rights era. 

For more than two decades, Mr. Redd has created economic development opportunities for Caribbean Island Nations as Chairperson of the Economic Development Committee, Caribbean-American Elected Officials and Leaders, a network of domestic civic leaders working to improve business relations between the Organization of American States and the U.S.

Mr. Redd was awarded the designation of Certified Administrator of Public Parking by the University of Virginia and International Parking and Mobility Institute. He earned an Executive Management certificate from the Harvard University School of Business Management as a participant in Digital Equipment Corporation’s “Efficacy Program” and is a 1968 Summa Cum Laude graduate of Paul Quinn College with a Bachelor of Arts Degree Business Administration. 

Mr. Redd is a deeply religious man who credits his faith and upbringing with providing a solid foundation and philosophy for life and inspiration. He and his wife, Doreth, reside in Hartford and together raised their six children. He worships at The First Cathedral where he is a Diaconate Sr. Deacon and served as Men’s Ministry President, 2014-2017. He enjoys intellectual dialogue, creating job and life changing opportunities for the minorities, writing poetry, playing chess, reading, and listening to classical and jazz music.
